   REQUEST FOR EXPRESSION OF INTEREST

      INTERNATIONAL COMPETITIVE TENDERING (ICT)

 

The concept is to develop the Eastern Railway Line (i.e. from Tema Port/Accra to Kumasi) to modern standards in order to provide an alternative, faster, safer and more efficient mode of transportation for freight and passenger services. The implementation of the Eastern Railway Line Project will include the financing, development, construction, operation and maintenance of the 330km line as well as the provision of rolling stock, station upgrades, signalling and communication equipment.

 

It is expected that the Eastern Railway Line Project when implemented would:

  • Provide an efficient and safer alternative to the road network, which is already congested;
  • Enhance Ghana’s role as a transit corridor to landlocked neighbouring countries;
  • Enhance socio-economic and commercial development in the Ashanti Region and the Eastern Corridor; and;
  • Improve services to customers and reduce the cost of transport especially in trade to and from the hinterland and the Northern regions of Ghana.

 

Government of Ghana through the Ministry of Railways Development is therefore inviting prospective bidders (“firms”) to express their interest for the development of this PPP Project. The Expression of Interest should demonstrate the following:

  • The financial strength/capacity of the prospective bidder;
  • The prospective bidder’s technical experience/capacity in carrying out the above project on a BoT basis; and
  • Past experience of similar project.

 

Bidders may form consortiums with other firms to enhance their qualification and must include significant level of Ghanaian participation.

 

Expression of Interest must be hand-delivered by 15:00 hours GMT on Friday, 23 February 2018.

INTERNATIONAL COMPETITIVE TENDERING (ICT)

The concept of this project is to develop the Inland Port to attract private businesses as well as serve as an Industrial/Commercial Estate to the maritime business community. The Inland Port currently is not operational but has however been partially developed with an administration block, access roads and utility connections. Other plans for the further development of the Inland Port will include an Inland Container Depot (“ICD”), port administration, shippers and freight forwarders offices, warehouses and commercial buildings. The Inland Port will also require the development of customs coordination protocols, customs clearance procedures and controls.

It is expected that the Boankra Inland Port Project when implemented would:

Manufacturing subsector records more investment

The Chief Executive Officer of the Ghana Investment Promotion Center(GIPC), Yofi Grant has disclosed that the manufacturing sub-sector has recorded some increase in investment in the third quarter of the year.

The GIPC is targeting five billion dollars of Foreign Direct Investment by end of 2017.

Speaking on the Citi Breakfast Show to discuss the 2018 budget, Mr. Grant maintained that the center is poised to attract more investors into the manufacturing subsector of the country.

“For the third quarter of 2017 manufacturing has raked in the most FDI into Ghana. For example I can see China gradually exporting its manufacturing capability into Ghana because maybe they’re seeing that this is a country that works, we’re seeing India also coming, and we’re seeing the UK accelerate its program with Ghana in many ways,” he said.

Mr. Grant explained that the center is urging some of the companies to begin operations on a micro level to expand with time.

He added that the center is also working to create an avenue for local companies to partner foreign investors.

“We’re seeing manufacturers coming in. Some of them are starting small to grow big. What we encourage at GIPC is that any of these that are coming with FDI should partner indigenous human capital or indigenous business people such that our people can also be elevated alongside, and we’re seeing that. So there is a tendency of us to look at manufacturing in a more serious way than we have in the past,” he said.
